This tiered legislation creates distinct compliance categories:

Standard duty premises (capacity 200-799 people including staff): Basic security measures and staff training required

Enhanced duty premises and qualifying events (800+ individuals): More comprehensive counter-terrorism measures with stricter compliance enforcement.

The Security Industry Association will serve as regulator, with a minimum two-year implementation period allowing businesses time to prepare.
